Atsuma is sent by his village in the north to retrieve the stolen sacred spirit, Okikurumi. Betrayed by someone he once admired, he trusts no one and keeps himself distanced from others. He is infused by Kojomaru, the spirit of an ancient sword.

Sumire is NOA's second-in-command and Tensho (Commander of the Heaven Division). Bored and lonely, she brings Atsuma into NOA hoping to witness the miracle of which he speaks. She is infused with the power of the wind.

Shui is a 2nd lieutenant of NOA who takes Atsuma under his wing. An adept cook that likes to take care of others, his voice holds a strange attraction for both Atsuma and Sumire. He is infused with the power of fire.

Kojomaru is the kamui (spirit) of an ancient sword from Atsuma's village. In return for the use of his powers, Atsuma allows Kojomaru to fuse with his body. Despite his ability and age, he is both short-tempered and immature.

Shiki is the top general of NOA. Despite assuming an air of royalty, he is unemotional. He uses NOA as a cage to keep Sumire bound to him.

Aika is a 1st lieutenant at NOA and Sumire's right-hand woman. She is completely devoted to Sumire and only wishes to be by her side. She appears to be strict and uncaring, which comes from her reluctance to trust anyone but Sumire.

Hyde is a lieutenant general of NOA and holds the number three position behind Sumire. As the Chisho, he is in charge of the Earth Division. Crazy and sadistic, he is obsessed with destruction.

Yanagi is a 1st lieutenant of NOA and Hyde's right-hand man. He is both smart and calculating. Although loyal to Hyde, he keeps in close contact with Shiki.

Anzu is a teenager and a cadet at NOA. She joined after her family died in the earthquakes, but is actually scared of fighting and only wants to live a normal life. She teaches Atsuma to trust in others.

Utsuho is the head researcher of the government lab.
